It is often said that black money runs a parallell government. It is also reported that the millionnaires in India increase by, say, about 19.2 percent annually. Since charity begins at home, the members of parliament and state legislatures, both past and present should subject themselves to an impartial raids by the Incometax Department aided by the CBI to show that even Ceasar's wife is not above suspicion. Candidates contesting elections proclaim that it is their 'public-orientation' that drives them to contest elections. Assuming that there is truth, absolute truth and no untruth in such claims, there should be a ceiling on their salaries and perquisites. The elites and most respected individuals in each constituency should form PEOPLE'S FORUM which should chalk out plans for the improvement of the localicy. Such of those candidates who agree to abide by the stipulations of the People's Forum alone should be elected. The Election Commission should introduce through a change in the existing law (1) the voters' right to recall the elected members and (2) make it mandatory for the elected members to publish every year their economic level during their tenure of membership. These measures, as and when become a reality, will ensure prices tumbling unaided by any fiscal policy.
